Trainer’s Biography
Dr. Helal taught several financial and managerial accounting courses as well as business information systems at Tanta University, Egypt and The American University in Cairo. He had a sabbatical leave to work at the University of The United Arab Emirates in the period 1987-1993 where he taught courses in accounting and auditing, and also was an advisor to the university president for budgeting, finance, and internal audits. He was an active member of the founding committee of the Higher Colleges of technology in the UAE. He was also a visiting professor of accounting at Pace University in New York.
He assumed the position of head of the accounting department at Tanta University, Dean of the Faculty of Commerce at Tanta University, and Vice-president of Tanta University for Education and Students. He is the founder and director of The National Center for Faculty and Leadership Development in the Supreme Council of Universities in Egypt beside being an advisor to the Minister of Higher Education for budgeting and finance. He published about 17 different articles in accounting, auditing, business information systems, and quantitative decision making. He is also the author of books (in Arabic) in some of these subjects.
He led field research groups in Cost and Finance of both pre-university education and higher education. He designed the system of Program and Performance-Based Budgeting in the UAE for the Ministry of Education and the UAE University.
